Global hospitality group The Lux Collective is set to enter Rwanda for the first time through a major partnership with Cleo Capital Group Ltd, launching and managing an ultra‑luxury tourism circuit across four of the country’s most iconic destinations.

Signed during the Africa CEO Forum 2026 in Kigali, the agreement introduces the group’s LUX* and SALT brands to Rwanda through a five‑resort portfolio. The deal includes Cleo Capital’s acquisition of Akagera Game Lodge and new management agreements with The Lux Collective and the Rwanda Social Security Board (RSSB).

The new Rwanda Tourism Circuit will span Lake Kivu, Akagera National Park, Volcanoes National Park and Nyungwe National Park. Phase 1, launching from mid‑2026, will rebrand Cleo Lake Kivu as LUX* Lake Kivu and transform Akagera Game Lodge into SALT of Akagera. Phase 2, opening in 2028, will add three new greenfield LUX* developments in Volcanoes, Nyungwe and Akagera.

Built around regenerative development and strong ESG principles, the circuit incorporates sustainable construction, renewable energy, biodiversity protection and community‑focused initiatives including local sourcing and women’s entrepreneurship programmes.

Each LUX* property will offer destination‑led experiences, from a 14‑key lakeside retreat on Lake Kivu to a 26‑lodge eco‑sanctuary overlooking the Virunga volcanic range, rainforest‑immersed suites in Nyungwe and an ultra‑luxury safari retreat in Akagera. SALT of Akagera will become a 60‑key eco‑safari lodge overlooking Lake Ihema, offering wildlife experiences, wellness and conservation‑focused activities.

Cleo Capital Group CEO Eugene Nyagahene said the partnership will “create a world‑class tourism circuit that celebrates Rwanda’s natural beauty and culture while driving sustainable economic growth.”

The Lux Collective CEO Olivier Chavy called the collaboration a defining moment for the group’s global expansion, adding that Rwanda’s strong sustainability vision makes it an ideal destination for the brand.
